The City and County of Denver is committed to promoting the development of affordable housing for the City's essential workforce, which includes teachers, police officers, fire fighters, and healthcare workers. Beginning August 2002, the City began requiring developers building 30 or more for-sale homes to provide at least 10% of the homes to households earning 80% of the Denver Area Median Income (AMI), (currently between $40,000 and $76,000 per year, depending on family size). The homes are referred to as Moderately Priced Dwelling Units (MPDU) or “workforce housing.” All homes developed under this requirement have income and price restrictions for 15 years.
Prior to August 2002, the City required developers that are rezoning land to residential uses to provide 10% of the homes as affordable. Homes produced through rezoning applications have varying requirements, and include both rental and for-sale. Because of this, it is important that you read the covenant agreement and understand the restrictions associated with each project or seek clarification from the Division of Housing and Neighborhood Development. Regardless of the specific requirements, the process to sell or refinance these homes is the same. The Division of Housing & Neighborhood Development (DHND) administers the initial sale, resale, and monitoring of all workforce housing units. DHND's goal is to enhance the value and success of workforce housing by creating strong relationships with buyers, renters, developers, realtors, lenders, housing counselors, and other real estate professionals.

Eligibility Before you purchase a workforce home, you must complete an application regarding information about your family and income. Additional documentation includes copies of recent tax returns, W2's, pay stubs, and Verification of Employment . DHND will inform you of your eligibility status within ten business days upon receipt of your completed application and accompanying documents.
Restrictions All workforce homes have price and income restrictions throughout the control period. The control period starts from the date of closing of the initial sale.
Income Restrictions Purchasers of MPDUs must meet certain income restrictions, which are based on the Denver Area Median Income (link below) published annually by the U.S. Department of Housing and Urban Development and are adjusted for household size. Initial Sales Price The initial home sales price is determined by the City and County of Denver every six months. Currently, prices range from $75,000 for a studio to $260,000 for a four-bedroom home. Prior to selling or purchasing a workforce home, you should ensure that the price is not greater than the published price for the unit type and target income range.
